No, it is not at all harmful. It is ok if some of the gel is swallowed. The liner should not be swallowed. This product and all the ingredients are approved by FDCA (Food and drug control administrator).
It is not necessary to brush the teeth before applying the strips.
However, it is better to brush or gargle (with water) after removing the strips, to clean any leftover gel or residue from the teeth/gums.
This product is designed such a way to keep concentration of the ingredient (or whitening agent) to be mild on the teeth. That is the reason for having the course of 7 days. (for 1 day or 2 day formula, concentration has to be very high and it may affect teeth sensitivity)

No, it is not affecting sensitivity normally. In rare case, when teeth are sensitive after 3 or 4 days or application, strips can be applied at alternate days.
